• This host is CPU-overcommitted — offered CPU demand is over the box's physical cores, so every workload on it is being clipped.
• Relieve it two ways: dial the host's overcommit target down, or migrate work off to a roomier host. Where several tenants share the box, the console flags which is drawing the most.
• Right-size to the workload mix: bursty tenants tolerate overcommit, steady/Platinum ones want dedicated headroom. Check what else the box is carrying — service agents and function containers draw CPU without being tenant VMs.
